It is originally coined by Bruce Bethke, he had a short story called "Cyber Punk". It is not a genre, its subgenre of industrial Rock Music. The genre of Cyber Punk is a science fiction genre.Primary exponents of Cyber Punk include the following:

It started publishing since 1983.
It's also important to know that Cyber Punk is often set in urbanized artificial landscapes and land of city "Lights At Nights".
